PLANNING COMMISSION MEETING MINUTES
May 20, 2008
EVENDALE MUNICIPAL BUILDING
The regular May meeting of the Evendale Planning Commission (EPC) was called to order by Chairperson Dick Shaffer at 6 PM on May 20, 2008. Attending were EPC members Doug Lohmeier (Council Representative), Rob Adams, Dick Shaffer, Susan van Amerongen, and Dan Frank. Supporting the EPC were James Dobrozsi (Architectural Review Board Member), Ralph Terbrueggen (Architectural Review Board Member), James Jeffers (Village Engineer), Jack Cameron, Kathy Farro, Tim Burke, Linda Fitzgerald, and Pam Morin..
Public Hearing
1) Arcadia Communications, 10209 Plainfield Road, Rest Haven Memorial Park
Wireless Communication Facility
Tabled at the request of applicant until June EPC meeting.
Motion by Doug Lohmeier and seconded by Dan Frank. The motion passed by a 4 yes 0 no vote
New Business
1) Village of Evendale Comprehensive Master Plan
Ms. Della Rucker, Jacobs Engineering, presented a summary of the draft Comprehensive Master Plan. Several questions were raised including:
Q: How does this plan affect the Village zoning code?
A: It is the responsibility of the Village to implement the recommendations of the plan within the zoning code.
Q: Why was new residential development not addressed and why is there no reference to providing housing for young professionals?
A: The areas currently zoned for residential are built out and stable. No other areas in the Village seemed suited for additional residential development. The plan does not intentionally exclude young professionals, but the majority of the existing residential development is single-family detached houses, which are not necessarily attractive to young professionals.
Q: What is the best use for the Landmark site and why is there specific language in the plan regarding Ericson?
A: The best use is office development, but since there is a proposed Ericson development, the plan should not exclude that eventual use.
It was noted that for this plan to be effective, it will require the Village administration to take action through changes in zoning.
Motion by Rob Adams and seconded by Doug Lohmeier to table this topic until the June EPC meeting. The motion passed by a 5 yes 0 no vote
2) Evendale Church of Christ, 3789 Glendale-Milford Road
Approval of landscaping for ground sign
Mr. Brad Ruwe presented the landscape plan for the Church of Christ.
Motion by Doug Lohmeier and seconded by Rob Adams to approve the landscape plan with a suggestion that juniper would be a better groundcover. The motion passed by a 5 yes 0 no vote
3) A-Z Printing, 10122 Reading Road
Preliminary discussion of proposed addition
The following comments were made regarding the proposed addition:
- Fire sprinkler system needed for entire building as a result of the addition
- Setback is not appropriate as proposed
- Original landscaping plan near curb cuts was never completed
- Suggested that there should be an attempt to modify the entire appearance of the building through window treatments, siding, gables, etc.
- Sign modifications need to be addressed if an additional tenant is going to be added to the building
4) Dan Beard Council, 10078 Reading Road
Site Review
Tracy Techau, Dan Beard Council, Mike Hable, BHDP, and Lupe Lopez, BHDP presented the latest version of the Boy Scouts building to the EPC. Concerns were raised by council members and the mayor that the design is not representative of the original design that was shown to the Village at the beginning of the process. EPC and representatives of BHDP and Dan Beard Council discussed various design elements on the building including the foundation, roofing, landscaping, and signage. From that discussion, a series of potential modifications were outlined.
On a motion by Susan van Amerongen and seconded by Rob Adams, a recommendation for schematic site approval was made to the Boy Scouts Committee with the following conditions:
1. Reducing cement foundation along the base of the entire building from 4 feet of exposed foundation to 2 feet of exposed foundation through the application of ‘hardee’ board with the following exceptions: a) south elevation – stone to be applied to the four columns below the entrance; and b) west elevation – wrap corner with the same stone as that is being applied to columns on south elevation.
2. Landscaping: Either increase the number of shrubs on the mound or remove all trees along Reading Road right-of-way and replace with a hardy species of tree that would preserve views of Gorman Heritage Farm Interpretive Building. Use more upright ornamental plant in islands in parking lot. Next submittal to include minimum shrub size
3. Signage: Reading Road sign – increase size of letters; rework design to better incorporate the message board; EPC supports the overall size of the sign and recommends to the sign committee approval of a variance for the size of the sign.
4. Use granulated SBS modified roofing material on the roof to enhance aesthetics.
The motion passed by a 3 yes 2 no vote.

On a motion by Susan van Amerongen and seconded by Rob Adams, this was tabled until the June EPC meeting. The motion passed by a 5 yes 0 no vote.

On a motion by Susan van Amerongen and seconded by Rob Adams, this was tabled until the June EPC meeting. The motion passed by a 5 yes 0 no vote.
3) Proposed text amendment to Chapter 1262, Signs
On a motion by Susan van Amerongen and seconded by Rob Adams, this was tabled until the June EPC meeting. The motion passed by a 5 yes 0 no vote.
Internal Business:

A motion was made by Susan van Amerongen and seconded by Rob Adams to approve the EPC minutes from April 15th, 2008.
The motion passed by a 5 yes 0 no vote
On a motion to adjourn the meeting by Susan van Amerongen and seconded by Rob Adams, the meeting was adjourned at 9:30 PM by a 5 yes to 0 no vote. The next regular meeting is scheduled for June 17th, 2008 at 6:00 PM.
